What is meant by the term ‘transformation of the army’? What tangible and intangible capabilities are needed to accomplish this? How much of this will be achieved by end of the 12th Defence Plan (2012 to 2017)?
Transformation is a dynamic and continuous process to optimise the armed forces’ capability, maintain its relevance as a formidable force to meet our present and envisaged security challenges. It is a process that shapes the nature of military preparedness through review of doctrines and concepts,
organisations and structures, new technology and personnel. Every modern military goes through a process of transformation, in keeping with their current and envisaged threat perspective.
Indian Army has initiated a transformation process which seeks to restructure our organisations, capabilities, equipment and training and mould our military values, traditions and mindsets, besides addressing host of aspects related to the army’s functioning. A time bound roadmap has been drawn up and the process is likely to fructify in near future. |

What progress has been made on the army’s pro-active strategy (referred to as Cold Start doctrine in the media)? Is it indeed doable, with a mix of division size battle groups and Strike Corps?
The purpose of any military strategy is to ensure highest degree of preparedness of its combat forces at all times. Any strategy should aim to exploit the adversary’s weaknesses to own advantage. Strategy and tactics are evolutionary in nature; and the Indian Army at all times is prepared to deal with any operational contingency to effectively deal with challenges to national security across the entire spectrum of conflict.
